August 2010 HR Highlights

Economic Overview

China's manufacturing activity continued to grow at a slower pace last month as the government took measures to curb the risk of overheating and adjust the economic structure. The official Purchasing Managers' Index, a comprehensive gauge of industrial activity, eased 0.9 percentage points from a month earlier to 51.2% in July, the China Federation of Logistics and Purchasing said yesterday. A reading above 50 points indicates expansion, and it has stood above 50 points for 17 straight months. [Source: Xinhuanet, 3 Aug 10].

Furthermore, according to a survey conducted by the Federation of Hong Kong Industries in June, of 61 Hong Kong entrepreneurs responded, more than 80% had difficulties in hiring staff despite offers of higher wages. About 13% said they had only about half the manpower they needed. Stanley Lau Chin-ho, deputy chairman of the federation, said Hong Kong industrialists had increased workers' monthly wages from an average 1,200 yuan in 2008 to 1,750 yuan now. He expected salaries to climb further, by at least 10%, next year if the mainland government again increased the statutory minimum wage, which was raised by about 20% in May. Lau said the increase in staff costs had given Hong Kong manufacturers a lot of pressure, especially after Foxconn announced it would raise its workers' monthly pay to 2,000 yuan in October. In Hong Kong, the government has raised its growth forecast for the whole of 2010 to 5-6% from 4-5%, after the local economy expanded a better-than-estimated 6.5% in the second quarter, benefiting from robust growth momentum in the mainland and other Asian economies. The full year inflation target remains unchanged at 2.3%, with underlying inflation at 1.5%. Despite some signs of optimism, Hong Kong is still far from shrugging off its recessionary woes as many key economic indicators, includng public and private spending as well as external trade, recorded slower growth in the second quarter. Regarding the unemployment in Hong Kong, it fell to 4.3% between May and July, with business confidence boosted by a stronger economy. The latest figures, released yesterday, are down from 4.6% in the April-June period. Hong Kong's total employment climbed by 8,100 to 3,500,200, with new hiring in several sectors, including retail, hotels and manufacturing, the Census and Statistics Department said. Secretary for Labour and Welfare Matthew Cheung Kin-chung said hiring sentiment among Hong Kong employers was growing on the back of "sustained economic growth". Retail sales in the city rose for the 10th consecutive month in June as tourist arrivals climbed, led by visitors from the mainland. Sales increased 15.3% from a year earlier to HK$24.3 billion after gaining 19.7% in May, the government said yesterday. Visitor arrivals surged 44% in June from a year earlier to 2.6 million, with 1.6 million coming from the mainland, according to data from the Hong Kong Tourism Board.
